Affairs, to American Consul-General, Shanghai, China.

Sir:

August 9, 1926.

I am in receipt of the following communication

from the Police Department of Woosung and Shanghai:

"It appears that inspection of food supply is a hygienic measure of the first and foremost importance since the purpose is to prevent decay

and the production of such germs as are inimical to

public health. In no country do the police officers

and the health organizations fail to maintain due regard for this arrangement. Particularly are the meat products imported and exported in the course

of international trade examined with great care.

Out of the same motive, this Department has been inspecting meat products to be shipped abroad. We have appointed special deputies and secured the

service of certain veterinarians to conduct the inspection. In respect to ham, lard et cetera, we have laid down certain regulations whereby the dealers are required to establish factories for the elaborate manufacture of such products under constant supervision of the veterinarians.
